A fluid to fluid heat heat exchanger is one that transfers heat between two liquids. One liquid is hot and the other liquid is cold. You might not find too much about liquid heat exchangers because that term is somewhat ambiguous. Usually, a fluid to fluid heat exchanger is one of two devices: a plate heat exchanger or a shell and tube heat exchanger.
Both plate and shell and tube heat exchangers can use liquids to carry heat.
